Version 0.29.0

Slice support in iloc

We improved iloc indexer to support slice as row selection. (#1335)

For example,

>>> kdf = ks.DataFrame({'a':list('abcdefghij')})
>>> kdf
   a
0  a
1  b
2  c
3  d
4  e
5  f
6  g
7  h
8  i
9  j
>>> kdf.iloc[2:5]
   a
2  c
3  d
4  e
>>> kdf.iloc[2:-3:2]
   a
2  c
4  e
6  g
>>> kdf.iloc[5:]
   a
5  f
6  g
7  h
8  i
9  j
>>> kdf.iloc[5:2]
Empty DataFrame
Columns: [a]
Index: []
